SVA/SEWN Program
The Steel Valley Authority (SVA), based in Pittsburgh, Pennsylvania, began as a regional response to the collapse of the steel industry and has grown into a nationally recognized leader in layoff aversion and job preservation. Through its flagship Strategic Early Warning Network (SEWN) program, SVA provides direct technical assistance to at-risk manufacturers, helping stabilize businesses, prevent layoffs, and retain nearly 30,000 productive economy jobs over the past four decades. With additional offices in Harrisburg, Bethlehem, Bristol, and Erie, SEWN has become a vital resource for Pennsylvania's small and medium-sized manufacturers.
In addition to SEWN, SVA leads national efforts through its Layoff Aversion Training & Technical Expertise (LATTE) program, which helps other states develop similar job-saving strategies. Its Heartland Capital Strategies (HCS) initiative promotes responsible investment in sustainable domestic manufacturing and community development, partnering with institutions like Georgetown University and supported by the Appalachian Regional Commission. Backed by the Pennsylvania Department of Labor and Industry and other sponsors, SVA remains committed to building stable communities through smart policy, strategic support, and responsible economic investment.
